The President (Martin Sheen) decides that he needs an opinion from Oliver Babish (Oliver Platt) on whether his MS cover-up constituted a criminal conspiracy. Babish doesn't sugarcoat his answer. Meanwhile, an oil spill off the Delaware coast hits home to Sam; Josh must deal with a Mexican economic crisis (while bickering with Donna about it); and Toby's on the rampage because of a press leak about a possible change in the President's position on school vouchers.

The President's (Martin Sheen) vaunted administration could be brought down by the tiniest oversight as Bartlet secretly summons chief counsel Babish (Oliver Platt) to discuss how his failure to divulge his multiple sclerosis condition could be a criminal violation of full disclosure -- which would give his enemies enough ammo to destroy him. Meanwhile: a fuming Toby (Richard Schiff) orders C.J. (Allison Janney) to smoke out the insider who leaked vital information on the President's reversal on school vouchers; Sam (Rob Lowe) feels queasy when he learns that an aging oil tanker is leaking onto the coast of Delaware causing an ecological disaster -- and he could be liable since he brokered the deal for the behemoth in his previous shipping firm job while aware of the needed repairs; Josh (Bradley Whitford) clashes with a questioning Donna (Janel Moloney) as the U.S. prepares a huge cash loan to prop up the collapsing Mexican economy again.

Rehoboth Beach city officials cooperated with the production staff and provided the show with information and items native to Rehoboth according to Greg Ferrese, Rehoboth Beach city manager.

Michael Long, costume supervisor for The West Wing, said he could have recreated the beach resort without ever having spoken to anyone, thanks to the interment, but he enjoyed the research. "The web site is most impressive. I recreated Rehoboth Beach Police uniforms and doorskins for the scenes. I also contacted the city and everyone was wonderfully nice," said Long.

The West Wing did ask John Larroquette to come back and handle the revelation of the disease, but he wanted a bigger role, because he felt that having just an occasional appearance on the show would hurt his chances of getting regular work on a series. So they went to Oliver Platt, and they seem to be thrilled with him.

It's late on on set of The West Wing, almost nine o'clock, and they've been shooting the same scene for more than three hours. It's a tense pivotal moment between Dulé Hill, 26, who plays Charles "Charlie" Young, the savvy presidential aide, and Martin Sheen, who plays embattled president Josiah Bartlet. The commander-in-chief will tell Charlie never, ever to lie, not even out of misguided friendship, because if he does the president is through with him.

As Hill waits for Sheen to take it from the top and walk the long, lonely pathway toward a make-believe Oval Office, his face turns solemn. "Can I talk to you later?" He asks a reporter. "I need to think."
