The
National Pollutant Release Inventory (NPRI) is an annual environmental
reporting program that requires commercial, industrial and institutional
facilities to report their discharges by June 1, 2003 if specific
reporting criteria are satisfied. (NPRI

Historically,
commercial properties have not been impacted, however, Environment
Canada has now included Criteria Air Contaminant (CAC) reporting
for 2002.

CACs are generated from combustion processes such as natural gas
fired heating and include carbon monoxide, sulphur dioxide, oxides
of nitrogen, volatile organic compounds and particulate matter.]

Reporting to NPRI is only required if CAC emissions
from your commercial facility (shopping centre, office building,
hospital, mall, etc.) exceed the reporting thresholds. If reporting
is not required, it may be prudent to issue a letter to Environment
Canada listing your properties with a statement that you have
evaluated your reporting obligations and reporting is not required.
We
suspect that few, if any, commercial properties will have to report.
To facilitate your assessment we have estimated the fuel consumption
necessary to reach any of the thresholds.

Note:
CAC emissions from all fuels must be considered. If you
burn combinations of these fuels, more detailed calculations
should be performed. Values presented should be used for
general guidance only and may not represent your equipment
or CAC discharges.

Ontario
Regulation 127/01
impacts commercial facilities operating in Ontario. If the aggregate
nameplate capacity of your fuel combustion equipment exceeds 3,000,000
Btu/h, then reporting
is required by June 1, 2003.
Regardless of your actual air discharges, a report is required
if you exceed this threshold.
Conclusion:
An NPRI report will be required for each facility across Canada
that meets the CAC discharge thresholds. In Ontario, a Regulation
127/01 report will be required if the aggregate nameplate capacity
of your combustion equipment exceeds 3,000,000 Btu/h.
