June, 1998 - proposed a national Do Not Call Registry - bugged local MPs until they finally agreed

December, 2002 - The United States implements a National Do Not Call Registry, while Parliament and the CRTC sit around and presumably eat some doughnuts - probably at your expense.

November, 2005 - Legislation passed - CRTC empowered to create a National Do Not Call List (DNCL), and assess $15,000 per violation.

We believe our "opt-in" membership is now sufficient to convince the CRTC that we are a legitimate organization. Thank you.
We have over 32 million members in total. Many thousands have registered via email, phone, public meetings and now our website. We delivered this presentation on your behalf.

August, 2007 - The CRTC gets rid of its email address procedure@crtc.gc.ca due to a flood of letters in support of 97% of the People of Canada.
Hilarious. The CRTC seems to object to unsolicited communication being directed at them. We think we made our point. Thanks again to all who wrote.

September, 2007 - CRTC initiates a new proceeding CRTC PN2007-15 to determine if it can fob off investigation and enforcement onto a for-profit 3rd party.
We object strongly to policing and judicial activities being left to the telemarketers. Success, sort of - the CRTC is going to investigate complaints itself. Pity that their enforcement to date has been completely incompetent and ineffectual.

December, 2007 - CRTC decides that every telemarketer must pre-register in a database - including registered charities and other exempt groups. This results in rampant violations by telemarketers failing to register (mostly out of ignorance). Now we have a situation similar to the Gun Registry - punish only those who abide by the rules.

February 11, 2008 - 2 years after the enabling legislation, we're still waiting for the CRTC to assess its first penalty for an illegal telemarketing call.

September, 2008 - Petitioned all MPs, Privacy Commissioner and Auditor General to overturn CRTC's bad decisions and attempted to obtain a cease and desist order to prevent the CRTC from releasing your private information.

November, 2008 - A rash of news coverage reveals that we were EXACTLY RIGHT. The CRTC's DNCL is being used illegally as a calling list.

November, 2008 - CRTC spokesperson admits that the list is being used as a Calling List rather than a Do Not Call List, as we predicted.

February 11, 2009 - 3 years after the enabling legislation, we're still waiting for the CRTC to assess its first penalty for an illegal telemarketing call.

July, 2010 - CRTC has collected a grand total of $250 in fines. Senator Percey Downe personally signes up two constituents who start getting more calls rather than less.

Is there anything else I should know?

Yes.
The CRTC knew all along that their system design would result in rampant abuse, but they went ahead anyway.
The CRTC chose to suppress evidence and cover up the facts, starting in 2006. Listen to the Expert Testimony and the resulting CRTC Coverup
The telemarketing industry routinely refers to people who dare to voice their objection to illegal telemarketing as "tele-terrorists".
That's right, some prominent members of the telemarketing industry routinely refer to you and I, innocent citizens, as terrorists.
They do so, with apparent impunity, right under the nose of the CRTC, which is supposed to be a quasi-judicial body, and should know better than to allow this kind of inflammatory language.
Evidence of their use of the term may be found on the CRTC website at: PN2006-4 Transcript - the most telling evidence being line 2529 of the transcript, in which they provide their definition of the term. There are many other occurences throughout this and other volumes of the proceeding transcripts.
Somewhat more disturbing is the CRTC National Commissioner Stuart Langford's use of the term "terrorist" to describe us. (line 2737 of the PN2006-4 Transcript)
In their attempts to intimidate us,the CRTC deliberately violated PIPEDA by publishing our representative's personal home address despite our explicit prohibition against doing so.

What else can I do?

Write to your Member of Parliament with a copy to publicnotice@cogeco.ca
Also write to your local newspaper and express your disgust with the CRTC's coverup and the Hate Crime committed by the CRTC against us when they described us as "terrorists".
Tell them that they should have listened to 97% of the People of Canada.
Tell them not to allow ANY telemarketer to download your phone numbers from the Do Not Call List.
Tell them that the DNCL should only Allow or Deny the telemarketer to call, based on a phone number the telemarketer already has in their possession.
Tell them that requiring ALL telemarketers to pre-register is burdensome and unfair to small telemarketers, while causing widespread violations and enriching large contract telemarketers.
Tell them that you find the telemarketing industry's use of the term "tele-terrorist" abhorrent.

Also tell them to start enforcing the current Telecommunications Act NOW.
The CRTC could have built the DNCL system many times over with the proceeds of applying already legislated Administrative Monetary Penalties to offenders over the past 2 years.
At $15,000 per offence, they could have contributed a substantial surplus to reducing your taxes.
Instead, they have chosen to do nothing.
